Abstract
The importance of research lies in its ability to inform decision-making, which is crucial in the field of sports administration. Administrators are often measured by their capacity to make the right decisions at the right time, especially when these decisions involve sports federations and their various activities. Without proper research and studies, decision-making can negatively affect the implementation of plans and programs. The study aimed to develop and apply standardized decision-making measures for the Supreme Administrators of Sports Federations. It focused on determining the levels of decision-making ability among moderators of sports federations within the National Olympic Committee in Basra, conducted between January 24, 2008, and May 15, 2008. The study concluded that the current standardized tool for assessing decision-making levels among sports federation moderators was effective. The findings showed that the highest level of decision-making ability was categorized as "average," followed by "acceptable," "good," and "very good," with the lowest level being "weak." The study recommended adopting the current scale developed by the researcher to assess decision-making abilities of moderators in sports federations, instructing departments within sports federations to base their decisions on thorough studies related to management processes, and ensuring that decisions are made with care during implementation.
