Abstract
This study focused on the importance of strategic planning based on scientific principles and its role in enhancing the performance of educational institutions, particularly scouting education, which functions as an educational movement with national, regional, and global significance. The research addressed the need for analyzing the internal and external environments of these institutions to identify strengths, weaknesses, opportunities, and threats (SWOT), especially in light of Iraq’s unstable conditions and rapidly changing economic, social, political, and cultural landscape. Such challenges necessitate that the scouting and sports activity directorates adopt a purposeful and informed management approach to improve their operational effectiveness and sustainability. The main research question was: What are the strengths, weaknesses, opportunities, and challenges facing the scouting education divisions within the sports and scouting activity directorates? The study aimed to identify the internal and external environmental components relevant to strategic planning in these divisions in Basra. The research sample included leaders in scouting education, and data was collected from the Directorate of Sports and Scouting Activities in Basra between May 3 and July 1, 2013. The third chapter of the study detailed the research methodology and field procedures used to achieve these objectives.
