Administrative and technical obstacles in the youth and sports forums of the city of Mosul from the point of view of the administrative staff

Sports administration as a science has not been mentioned in the sciences that serve sports except in the institutions and specialized sports bodies whose students were preparing to work in the fields of training and supervision in schools only. Over time and the urgent need, the administration began to appear clearly and was associated with physical education and sport through organizing various tournaments such as games Olympic, World Cup and other local and international championships have set their own rules and standards. Administrative bodies have started to rely on specialization, expertise and competence and have started training courses for sports leaders of all kinds. The objective of the current research is to identify the administrative obstacles in the Directorate of Youth and Sports in the city of Mosul from the point of view of the administrative staff. For this purpose, the researcher used the descriptive approach in the survey method to suit the nature of the research, on a sample composed of (41) Mosul, and used the mean, standard deviation, percentage and correlation coefficient as well as T-Test as statistical means to reach the results of the search. The researcher concluded that the youth and sports forums in the city of Mosul suffer from organizational constraints that negatively affect the institutional sports work in the city. The researcher recommends the need to adopt scientific and administrative competencies in the preparation of strategic plans to work in youth and sports forums
