تعد عملية التقويم واحده من العمليات الرئيسية في العملية التعلمية ويستند على نتائجها القرارت التعلمية
الخاصة بتطوير التدريس والمناهج فضلا عن انها تكشف عن امتلاك الطلبة للمهارات المطلوبه. وتعد الاختبارات التحصلية وما تحويه اوراق الاسئلة من بنود اختبارية الوسية الرئيسة في اجراء عملية التقويم. وكشف بلوم بدراسته ان غالبية التدريسين يستخدمون اسئلة الحفظ والفهم لقياس وتقويم مخرجات التعليم وبين ان اسئلة هذين المستويين جزء من عملية التعلم واستخدامهما بشكل كبير لا يقدم صورة واقعية لمخرجات التعلم وهذا يؤثر في القرارات المستقبلية لعملية التعلم واوصى باستخدام اسئلة تثير العمليات العقلية العليا . واستخدام أسئلة الحفظ قي كليات التربية البدنية لا تمكن الطالب من تحويل ما تعلمه الى واقع عملي وهذا يعارض اهداف وخطط كليات التربية البدنية وهذه الدراسة سعت الى الكشف عن مستويات الاسئلة وقدرتها على اثارة وتطوير العمليات العقلية وهي الهدف المرجو في كليات التربية البدنية وعلوم الرياضة. وتم استخدام منهج (documentary research design ) لاجراء الدراسة وتم اختيار العينة بالطريقة العمدية وبموجبها تم اختيار بعض اسئلة كليات التربية البدنية وعلوم الرياضة للجامعات الحكومية العراقية. وكشفت النتائج ان نسبة الاسئلة المثيرة للعمليات العقلية انحسرت بين (0.006 -0.03) وهي نسبة متدنية وعليه تم التوصية باجراء دراسة مسحية للكشف عن معرفة التدريسسن بتصنيف بلوم ومستوياته واستخدامها
