Because this method seeks to collect data to identify a phenomenon of a variable and analyzes and interprets it by defining the research community as members of the teaching staff in the faculties of physical education and sports sciences in the universities represented by twenty colleges, whose number is approximately (1159) teachers. The construction sample included (230) teachers, and the application sample (310) teachers. As for the exploratory sample, it was (60) teachers. The two researchers used the scientific foundations in building the scale to reach the construction of a strategic performance scale based on scientific foundations, as they concluded that the faculties of physical education and sports sciences use information technology between their departments and units and are interested in developing strategic plans for them and implementing them to reach the desired goals, and the two researchers recommended good planning for the organizational structure to manage the colleges, as well as the need for the colleges in question to distribute roles and responsibilities to human resources in a way that reflects the strategic enhancement of the institution's performance
